Currently, Yiwu is in its critical stages to recover, transit and grasp new development opportunities after the financial crisis. Whether Yiwu can realize a new wave of leap-forward development in the new year and a certain period in the future depends on our ability to grasp opportunities and create new advantages.
In order to grasp opportunities and create new advantages, we must unify our thoughts according to spirit of the Seventh Plenary Meeting of the Twelfth Yiwu Municipal Committee. “Innovation and Excellence, Quality and Efficiency” embodies efforts of Yiwu to creatively implement scientific development perspective and the overall strategy of the provincial committee and promote economic development mode transformation. The impact of the international financial crisis on economy is on economic growth speed on the surface, and on the economic development mode in fact. We must stick to the theme of “Innovation and Excellence, Quality and Efficiency” and firmly promote economic development mode transformation and sound and fast development of Yiwu.
In order to grasp opportunities and create new advantages, we must start from the real conditions of Yiwu and deeply promote reform in different areas. At present, impact of the international financial crisis hasn’t been fully eliminated, and new and existing conflicts in economy are still there, with uncertain, unstable and unpredictable factors such as trade barriers, exchange-rate fluctuations and volatile raw material prices. Meanwhile, the long-term accumulated structural, qualification and systematic conflicts haven’t been solved, which have been compounded by the financial crisis. Constraints by factors such as land need to be solved and industry development space needs to be expanded; the existing foreign trade supervision mechanism misfits with commodities international trade pattern, and it is quite difficult to expand the market share; there are insufficient industry leading enterprises and the industrial cluster overall upgrading needs to be accelerated; industry and private investments are insufficient, new economical growth points are not outstanding, and financial revenue is difficult to be increased; urban function layout needs to be optimized, and comprehensive carrying capacity needs to be improved; the task to improve people’s livelihood is still urgent, so is the task to maintain social security. These problems have imposed higher requirements for us to grasp opportunities and create new advantages.
In order to grasp opportunities and create new advantages, we must continue to deepen a development strategy of “supporting business and market development” and follow the Yiwu distinctive development mode. Since China’s reform and opening up, Yiwu has followed the banner of “supporting business and market development”. With efforts of more than 30 years, its economic comprehensive strength has been improved, industry international competitiveness has been enhanced, and the urban scale is expanding. Now, the state, the provincial committee and the provincial government have attached great importance to Yiwu, and placed Yiwu in their provincial and national development pictures, while vigorously supporting Yiwu to carry out international trade reform and urban and rural comprehensive supplementary reform. This is not only an encouragement but also a spur. We must stick to the theme of “Innovation and Excellence, Quality and Efficiency”, fully mobilize enthusiasm of cadres and the masses in entrepreneurship and innovation, grasp opportunities and create new advantages to ensure leading position of Yiwu.
